As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag.
I am an experienced user and upload a lot of audio files, largely pertaining to the voices of certain peoples. I would like to be able to upload mp3 files to reduce the work needed in this process and to be able to upload large mp3 files that cannot be converted to another file format. Furthermore, I'm currently in the process of uploading various anthems from a free site and it would make the process much easier since the files are all mp3s. Thank you. Sound recordings have more pitfalls than images since there are multiple copyrights in play. National anthems are an area that needs caution, since due diligence on the copyright of compositions has to be done since anthems are not exempt from copyright in many jurisdictions. As a rough guideline, administrators usually require editors to have made at least 1,000 useful, non-botlike edits or a large amount of justified renaming requests at Commons before they will consider granting the filemover right.
I am currently working on categorization of Ukrainian association football with users @Mitte27 and @YarikUkraine, including botwork. Quite often this requires e.g. categories names swap (I needed this two times just today -- I didn't submit rename requests, just asked a fellow user, but obviously this isn't a long-term approach) or just renaming a category with an obviously wrong name (which wasn't used previously) where it doesn't make much sense to keep a redirect. Also I plan to rename a bunch of uploaded files (wrong words resulted from a mistake during uploading) by the criterion 3 from here. For both of these needs I request the filemover flag.
@GPSLeo: You should be aware that Mitte27 was the subject of a COM:ANU thread recently for contentious moves of names of association football clubs. The renames that I meant in my original comment weren't related to these renames -- they mostly include fixing incorrect date or, in previous cases, teams order/mistakes in teams names in categories of association football matches (e.g. the last category move). For the past year I've been revamping the List of Flags of Brazil page on the Portuguese Wikipedia. I've also been vectorizing and improving several flags using my autopatroll rights. More recently I've begun working on the historical flags of Brazil and, more precisely, the Imperial flags of Brazil. I've been constantly making file move requests to harmonize the flags' and Coat of Arms' names with each other.
